Paul Fullwood

Chief Operating Officer , S12 Security Guarding Leadership Group

Paul Fullwood is the Chief Operating Officer for the S12 Security Guarding Leadership Group, after a 37-year career in public services, spanning HM Armed Forces, UK Police, and most recently the Security Industry Authority where he served as Executive Director for Inspection & Enforcement. Paul is responsible for the strategic and operational direction of the S12, advising the S12 board, leading/advising on the S12 workstream activities, stakeholder engagement and working across government departments, regulators, policing and industry leaders in support of raising standards and public protection outcomes.

Paul served as Assistant Chief Constable (Specialist Policing Services) for the tri-party Bedfordshire, Cambridgeshire and Hertfordshire police forces, where he led major crime, counter terrorism, armed policing, public order, and emergency response functions. He was the National Policing Chiefs’ Council (NPCC) lead for complex and sensitive crime investigations, advising senior law enforcement leaders and overseeing nationally significant cases. Paul continues to support UK policing as a subject matter expert on complex and sensitive investigations.

At the SIA Paul modernised the operational delivery and regulator engagement of his directorate, instigating and leading on national work including Operation Empower (going after labour exploitation), Spiking Awareness/training and Operation Benchmark (training malpractice) while advising the Home Office on regulatory and safeguarding policy, mandatory business licensing, and Martyn’s Law as the lead SIA Director.
