The Terrorism (Protection of Premises) Act 2025 – otherwise termed ‘Martyn’s Law’ – is a new UK legislation anticipated to be enacted in April 2027. Public buildings capacitating 200 or more people will be affected, with educational facilities, hospitals, airports, arenas, and many more to be included.

What is Martyn’s Law?

Martyn’s Law is named after Martyn Hett, one of the 22 innocent victims who died in the Manchester Arena bombing of 2017. In the wake of this awful tragedy, the legislature aims to improve security and preparedness of certain public premises and events against the risk of similar terror attacks.

The law was established in UK public safety legislation in April 2025, marking a significant shift in the responsibilities of venue operators. 280,000 venues nationwide are to be affected by this regulatory development.

A two-tier framework has been deployed to reinforce Martyn’s Law. The Standard Tier encompasses venues with capacities of between 200 – 799 people, while an Enhanced Tier affects those with a capacity of 800 plus.

Requirements under Martyn’s Law will encompass a broad range of measures, from evacuation and communication procedures to advanced surveillance and physical security systems. As well as this, delivering training to venue staff and documenting compliance reports will be mandatory in adherence with Martyn’s Law.
